There are phones out there that do mode-switching, they act like cell
phones, out in the blue room, but when they detect an appropriately
configured 802.11 network they connect and tell the PBX to route their
calls over the internet.

Best part is your cellular provider doesn't need to know, just proxy
all calls through your VOIP provider, and forward to the cell when you
aren't connected to your network.
