KDE lets you adjust the mouse acceleration.
System Settings -> Keyboard & Mouse -> Mouse -> Advanced.

But to adjust the base sensitivity, edit /etc/X11/xorg.conf.
Specifically, see the Sensitivity option in the mouse(4) or
mousedrv(4) man page.
