[Eug-lug] turn off USB device?

Here's a random one? Any way to turn off a USB device without
disconnecting it? Just turn it (or the port) on and off in
software. Reason being, my joystick has a ton of beaming blue
LEDs that'd be nice to have a little kill switch on!
