[Eug-lug] ftp package w/ "throttle control"

If you have a router / firewall that supports rate limiting.  You can
rate limit the traffic via the IP address or protocol.  I can't
remember if rate limiting for Linux is still a Kernel patch or if it
was apart of the 2.6 tree.  If you wanted to install FreeBSD or
OpenBSD you can do rate limiting with out a kernel recompile.
