You could do rsync over SSH (for security), rsync has the throttle you seek
but be warned, I've seen some
inaccuracies in its throttling.  There are also various wrappers I believe
which could be used to limit/throttle
the bandwidth, one being to use a virtual interface which is restricted.

There are many other options, this is just what came to mind right away...
