Well if you think that is draconian try.

No Alcohol in any store but a liquor store. ( Alaska in the parts that
are not 100% dry I.E. NO Alcohal. )
You can only guy hard liquor (Vodka, Jagermeister, etc..) in a State
run store. (Virginia)
You can't buy any Alcohol on Sundays ( Kansas, Indiana, Missouri,
Some Parts of Michigan Most of the South. ).

Oregon does not seem to be that bad after all.
