Without a doubt, that is more than enough hardware for standard definition.
My mythTV box ran happily on a Duron 800 with a PVR-250.
It would quite happily record one show while playing another.
The only thing that took some time was the post-recording commercial 
removal, and even that was not a big deal if you let it run overnight.
