[Eug-lug] Am I missing the big picture?

Well if you have another card that is a great place to start.
Some ATI cards are even a bear to get working on that other OS
simply because it is some sort of OEM card and ATI doesn't have
an official driver for it.

Any Nvidia Geforce series card would suit you fine. I have a
32MB AGP Geforce2 MX that's worth at least a bag of mint malt
balls and some trail mix.
