I think using Open Source software is a good move. The problem is no
one is doing any penetration testing and or 3rd party audits on these
voting systems. The companies that create the voting system have a
set of requirements that the Federal Government says you must do A, B,
C, D, Etc... They only care if they pass that testing. It's also my
understanding that if there is a software version change they have to
re-certify the software. I think if you sell a voting system to the
public you have to make the source code public domain. Another thing
you have to be willing to do is allow 3rd party audits to audit your
system.
On a side note I would encourage everyone to watch the HBO Documentary
Hacking Democracy. Some of the problem with our voting system is
people don't follow the laws.
