At least at the school I went to there's no rule against IP Masquerading
and creating a private subnet in your room.  They only care about total
bandwidth usage and behavior patterns.

My brother had 6 boxes up and running in his drom room at one point.

I also know some universities are moving to VoIP instead of normal long
distance services.  Dartmouth was experimenting with it some time ago.
