No but Verizon does offer VOIP,

here is a DesignTechnica article describing some of the underlying
technology
http://forums.designtechnica.com/archive/index.php/t-2963.html

The Blog entry that got me started
http://blog.tmcnet.com/blog/tom-keating/voip/voip-blog/dual-mode-cellular-voip-.asp

I get the impression that as a technology it's still fresh and new,
not to mention which mobile telcos have 0 to no interest in promoting
this technology. SO if it's going to succeed it's going to be a
customer led market change rather than a provider led one.
