Supposedly, there's several thousand miles of dark fiber between 
Portland and points north and south. I work a block from the Qwest 
downtown CO, and I know for several years, it seemed like everyone 
(Qwest, Verizon, XO, AT&T, among others) had Broadway dug up to bury more.

This continued beyond the dot-bomb. It only ended about 1.5 years ago... 
Now no one is buying bandwidth, so some companies (like XO) are on the 
verge of bankruptcy.

It's been a while since I saw anything in the news about it, and I can't 
find anything now.
