Mozilla is definitely in the GMT time zone, and eight hours
off from PST.  Presumably your whole computer off by that much.

If you run KDE, you should be able to launch the Control Center,
then go to System Administration -> Date and Time, enter Administrator
Mode, and set your time zone (and your clock) there.

That may throw Windows off by eight hours.  If so, set the correct
time again in Windows, then let us know what distro you're running.
Different distros have different ways to signify that the hardware
clock is in local time, which is what Windows wants.
